Please see the Newly Proposed Sand and Gravel Mining Rules. Ozark Fly Fishers supports these regulations in their current form. They are not perfect because they are the result of some political compromises. However, it's important that we emphasize to our legislatures that we strongly feel that these rules are not further compromised. Please see our Conservation Chair's (Bob Temper's) report on these issues in February Newsletter.
Here the pertinent part of substitute Senate Bill 360. It exempts operators that mine an annual tonnage of gravel of less than 5000 tons from having to apply for a permit. It allows the DNR to establish guidelines (but not regulations) for such operators. If an exempted operator repeatedly violates the guidelines the DNR may require the operator to apply for a permit. This is a poorly worded substitute bill and Ozark Fly Fishers does not endorse it in its current form.

Please read the County Commissioners Association of Missouri's resolution opposing any gravel mining regulations in Missouri. Instead, they are in favor of unenforceable guidelines, which would be absolutely devastating for Missouri streams and our stream tourism. They refuse to consider any of the vast volumes of research on the topic but instead argue the gravel mining actually benefits streams. Take a look at the Crooked Creek photo above and you decide!
